Looks like a die crack, and yes, they are relatively common.

No, especially from the British Empire.
They tended to be more careful of the coins they released.

Rare or scarce?
No.
I'd call it a minor minting error.

BTW, it's caused by a die crack.

depends on the domination of coinage, low value often very common occurrence especially when they are testing designs/dies, does it add value to the coin yes sometimes it does especially for error collectors. Is that one particularly rare or cause for celebration probably not.
