I found this in a mixed roll, from a bank box of U.S. Pennies. It took me almost 2 years to find another error on a Canadian Cent. I'm very glad to have it!

Is it raised or indented?

Not raised. It's incuse, but it's not damage. That area in question is not displaced metal.

Thank you GrapeCollects! Probably wire most likely, because of its shape.

Thank you Dorado! I got very lucky CRH. It took me almost 2 years exact to find another error on a Canadian Cent, since I'm in the U.S. area.

If it's incuse, it can't be a strike through if the "mark" is both in the field and the design at approx the same size. I think that it's PMD of some sort. If it was wire and a strike through, there would be a small offset between the field and the design as the "wire" recessed down into the working die during the strike. I'm not an error collector, so I could be wrong .. this is rom an engineering sense.

It's legit. Nice pick.
