I do not believe that it's from the 19th century as is stated, but it's from the US and has very interesting inscriptions. Can anyone tell me more about this?

The inscription:
PERISH CREDIT, PERISH COMMERCE. 1824.
MY VICTORY MY [...] DOWN WITH THE BANK.
On the back:
MY SUBSTITUTE FOR THE U.S. BANK
[..]PERIMENT MY CURRENCY MY GLORY
