What you have is a very common, non refundable, french token.

Generally used in food vending machines.

I've no idea. But the automats in the US, died out in the very early '70s.

I suspect it's brass plated steel.

Yes, it is collectable. There are certainly many people who have this or would love to add it to their collection. If I acquired it I would add it to my token collection next to related items, but I wouldn't go seeking it out as it isn't a focus area.

If your question was really whether it is a valuable collectable item the answer is probably not.
