1990 Philly Quarter Error Or Damage

Wizzkid New Member United States 17 Posts	Posted 06/04/2019 04:51 am Hello I'm pretty new to error coins needing help with this one 1990 p quarter I'm seeing some possble Cud on rim at first thought it was damage but the closer I looked it seems like a Cud and possibly struck twice or damaged die, the A in states on the reverse has me curious.
