IDoes this 1998D Washington quarter appear to have doubling in IGWT or is it Mechanical Doubling I'm seeing? The I (in) IGWT stands out to me more than anything.

I agree with CF.
If there is no actual notching on the letters, it is MD.

Clad, silver and nickels always give me fits because of how often there is MD. If I don't see notching I almost always chalk it up to MD.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.
