I did not get it graded because I believed that North Korea was one to the countries that isn't accepted by the grading services. However, I have been seeing North Korean coins being graded and sold on ebay. Can anyone clarify this rule? Can I get this coin of mine certified? Report this Post to the Staff

For more on that, you can check out https://www.NGCcoin.com/news/article/5543/ As to why, I can't say. They do have a customer service contact in case you want more info from them. I don't know where the slabs you saw come from. I'm sure other graders have different policies from NGC, so maybe they do slabs for North Korea.
