To summarize:
Russia
1789-1799
Copper
Greater than 22mm
Greater than 1 Kopeck
Not EM Mint Mark
Its likely a 2 or 5 kopecks since the 4 & 10 were non-circulating and pattern, respectively.
2 questions left and then on to guessing.
I think it still makes sense to narrow the date.

1797-1799 Russia Copper coin greater than 22mm and not from EM mint. That means it must be a 2 Kopecks.

Russia 2 Kopecks - Pavel 1, 35mm:
1797 No MM, C# 95.1
1797 A.M., C# 95.2
1798 A.M., C# 95.2
1797 K.M., C# 95.4
1798 K.M., C# 95.4
1799 K.M., C# 95.4
There is also a non-circulating 1797 2 Kopecks that is the same weight, but 4 mm larger at 39mm. I do not see this in Krause.
