I've been thinking about this answer. That was not the question I asked. I asked for the country of issue. Meaning where the coin would have been used. We may have to clarify the rules.

He answered your question and then some, there doesn't seem to be any reason to worry. Or perhaps the place of issue is part of a country in Europe but not part of Europe like French Gui ANA

Yes I was trying to be more helpful than simply say no. To me, "country of issue" is a little amorphous when you have coins that are physically made in one country for use in another one.
