So it sounds like we have a bullion thing That was minted from the Sunshine mint or somewhere else.
would one be able to find this thing listed on Numista under Silver Rounds?

So I guess that means it's not really a coin. It must be a token since medals have already been eliminated.

It does have a denomination on it. So I guess that makes it a coin. It is just not legal tender anywhere. The denomination is in dollars. A little clue for you.
