These are current landlocked countries in Europe with the capital west of 20E latitude.

Andorra - no coins listed
Austria (could be part of Austria-Hungary depending on the year)
Czech Republic (part of Austria-Hungary at the time)
Hungary (could be part of Austria-Hungary depending on the year)
Liechtenstein
Luxembourg
San Marino
Slovakia (part of Austria-Hungary)
Switzerland
Vatican City (did not exist at that time)

If my searching is correct then we are down to either gold or nickel coins.

Is this coin made from nickel?
