Yeah, the hair tuft and "quadrant bottom" beard of the obverse, along with the seated figure - an archer? - suggest Eastern for me - and perhaps a rough reference to Parthian archetypes. There were a lot of local issues by unknown rulers that had these characteristics. Typically they are from places in the eastern Parthian frontier and Indo-Parthia. But I could be way off base.

Another possibility - worth looking at, Joe - is an AE from Characene (a Parthian vassal kingdom) - something of this ilk: https://www.acsearch.info/search.html?id=187043

Perhaps Abinergaos II of Characene? I like the match-up of the king's tunic and the rendition of the rock that Herakles sits on on the reverse. I think the legend and monograms on the reverse are just gibberish, so I'm not concerned about any disagreements there.
