My guess it it is a token or medal for the 900th anniversary of a holy site. If issued by a government I'd expect Iran or Afghanistan before Iraq.

But I don't read the language, and that is the key.

I couldn't find the medal, but my wife (who is a terrific web searcher) found the religious site. It is the Imam Reza shrine in northeastern Iran, so this is could have been a medal issued on the 900th anniversary of its founding (tough to figure out from the Wiki article when that might have been).

(edit: there are some modern Iranian coins with a similar image of the shrine, but these are clearly coins with a denomination -- 100 -- and a date https://en.numista.com/catalogue/pieces1694.html )

Wow guys, thank you! That's excellent leads right there! I as well can only find 1** on any commemrative coins I search for. The pic of that shrine honestly looks exactly like the 1 side of the coin.
I only thought Iraq because I received a bunch of Iraqi $$$ years ago for a job I did for someone. I assumed this coin was with that stuff. I guess not. Thanks again guys for the info!

It might have been with your Iraqi items.

This site is very important to Shia muslims, and most Iraqis are Shia. It's possible that (when they aren't at war with each other), Iraqi Shia make pilgrimages to this shrine in Iran, and bring back tokens like this.
