A lamination on a 2000's coin seems unlikely to me. Maybe it's a planchet flaw?

You're close, but that's actually another case of peeled Copper plating or it was Struck Through Copper Plating Foil Debris. Probably most like Struck Through Copper Plating Foil Debris Nice find either way!

Zincolns can not have lamanations,they are copper plated.

Interesting and Nice example and it would be interesting to see if it is plated under the extra metal to know if it got on there before or after the plating process.

EDIT: It must have been before the plating process since it has been through the upturn machine which applied the proto-rim.
