Is this a printing error or a cutting error? I'm just not sure how to tell.

I would guess "cutting" error.....probably a whole sheet cut like that.

Not real uncommon in the notes of that time.

Unless you can actually see part of the priting from a different note on it it's not really even considered an error.

Looks cool though!

Its still a rarer note though. It could be considered a small cutting error, but I have a lot of old silver certificates like that.
