coin is slightly bigger than normal..notice it in a bank wrap because of it being alittle bigger..obverse seems to over hang all around coin but no misalignment

shouldnt it b misaligned? is it possible to break collar with a straight on strike..is this one strike away from a broad..is it fake and if so how?

I was going to say it was a Partial Collar error, but I am not seeing any misalignment.

yea the obverse over hangs all the way around..in wrapped roll u could visibly see it was slightly larger than rest of pennies..the obverse affected half makes coin bigger..back half is normal..its strange theres no misalignment.

The collar deployed only partially on a centered planchet so yes , a partial collar error and a true railroad rim.
On so many that are seen, an uncentered planchet is the culprit that blocks the deployment of the collar. On this coin there was another issue.
