I prefer an industrial power sand blaster, then a light coat of krylon to restore and protect.

If you cold soak your coins in liquid nitrogen, then tap them with a hammer you can knock the frozen crud off.

If you attempt to clean and polish your coins, you will destroy the monetary value for sure...
but I know a guy in my coin club who loves collecting and loves to put a shine on every coin;
he just loves the look of his coins and you can't tell him otherwise...it's gotten to the point
that I won't sell him anymore of my coins...I can't stand the thought of putting them in
his hands and suffering a "fate worse than death" to most serious collectors. And I guess you
can tell that most collectors at this site are very serious when they say DON'T CLEAN YOUR COINS!
PS WElcome to the forum

PPS Don't clean your coins!

Now, I think that everyone has gotten the point across. That all being said, there are proper and generally harmless ways to remove major pieces of foreign matter from the surface of coins. If this is what you are asking, please post a more detailed description of the coin and the foreign matter, and I am sure that someone will give you better advise then "LEAVE IT ALONE!" As the proper method can vary from coin to coin, it important to find out the best one.

Now on the other hand, if you are just wanting to bring a little shine back to some copper, or a maybe little bit of that luster back to some silver, I will gladly tell you that the best thing to do is, eh-hem (sorry needed to clear my throat...)

LEAVE IT ALONE

The main problem with this method comes about when you've finished drinking the coke and find nothing on the bottom of the glass. Then notice the sort of pain in your lower intestinal track. Of course the following method of recovery of that coin is also something to not get involved with.
