it looks like someone might have been hollowing it out to make a majacians coin...

It is the result of a grinding the core out to make a magician coin, but it was left incomplete, or the other piece went missing, it is a worthless piece of metal now, but can be used as a conversation piece.

Dbrablec may be right. Is it possible to get a picture of the edge of the coin, and the weight?

The coin did not leave the mint in this state - concur with post-mint damage for whatever reason we will never know.
