Would like to see around the entire edge but looks like a double strike of the 2nd step to minting when they strike the edge lettering, heck make even run through 3 times.
This error occurs when coins go through the second step of the minting process twice. As a result, the coins will display two sets of edge lettering, or double edge lettering. If the coin goes through the edge-incusing machine heads-side up and then tails-side up, the two sets of lettering would occur in two directions, or inverted.

The proofs are a one strike process so something like this can't happen, but on the business they strike the obverse and reverse as step one then they strike the edge lettering as the 2ND step.
This is also why business strikes have been found with only edge lettering.
Like I said though I'd like to see more pictures. it should be clear it's been edge lettered twice, even faintly in other places around the rim of the coin, otherwise I'd have to think it's some sort of shenanigans going on and someone manipulated the coin.
Also it's possible if the star is raised and not imprinted, that two coin edges slammed together really hard and a star was embossed over the P.
A edge lettering collar clash isn't possible on the edge lettering machine, the die only can make contact with the coin edge and doesn't contact the other side of the die ever.
So... if it did go through the edge lettering step twice it would be an error, but it wouldn't be as valuable an error as the missing edge lettering error. It would be somewhere around the weak edge lettering values. Double lettered should be faintly detectable at least around the entire coin. Should be 13 stars, not more or 26 for instance (there will be some obliteration of the first run through's lettering by the 2nd runs lettering though, there should'not actually be 26 stars each run through at least partially obliterates the previous as it over imprints.lol)
I will say this, that P is too close to 2011 and that star is even closer than it should be being on top of the P.should be like 4mm between the 2011 and the P and like 3mm between stars. Your pictures show basically a P and 2 stars in an area that should be blank and nothing there
