Since it's cut into the coin it can't be a die gouge.
A die gouge would be raised on a coin.
That could be a lamination but we'd need to see the whole obverse to tell.
Otherwise it's probably PMD.

Looks like a long hit. Stretched surface, including letters would indicate that. But a whole coin view might tell us more.

From what I can see the devices appear to be pressed into the surface of the coin. So my guess is PSD. A complete photo of the Obverse and Reverse of the coin would help.
Delamination, the devices would be removed along with the delaminated portion, and struck through the devices would not appear through anything that thick. JMHO.
