It sure looks like a rare sutler token. IMHO, all sutler tokens are rare. Relatively few collectors ever get to see one, much yet hold one.
IMHO, it's too far gone to be worth paying the fees for conservation. As is, it might fetch $75-$100 from a die hard collector. I'd gently swab it with Coin Care to lift contaminants from the surface.
