Its an ottoman coin 100 para silver I think .The writen words on the observe are in arabic and they mean :the coin has been struck in constantinople in 1223. 1223 represent the hejri calendar which correspond to 1809 in Gregorian calendar .The reverse is called a tughra which represents a sort of signature of the sultan .Every reigning sultan has his own tughra.In this case it corresponds to the sultan Mahmud II.
