The composition should be 95/5 copper/zinc
So.....why does it look like this?

Looks like Environmental Damage to me. PSD. Not an error coin.

I was going to say it's possible plating that is wearing off, but the pattern isn't right for that.

1977 LMC weren't plated.

Panther all coins can be plated, the mint didn't do it in 1977 sure, but post mint plating is always a possibility on any coin. Looks cleaned harshly with chemicals, toned, then wear to me though.
