The FM monogram second-from-right in the set of hallmarks indicates it's actually made by the Franklin Mint - presumably in an abortive attempt at penetrating the Japanese market. The "76" stamp at far right would be the date of issue, 1976.

Thanks to Sap I have found that this is a poem by 9th century Japanese poet Narlhira Ariwara, which translates into English as follows:

"I plant this flower for you with all the sincerity that my heart can give.
It is a flower that awaits the coming of Autumn.
And, even if it should wither and its petals scatter thereafter,
The root will live on to bloom in beauty in the years to come - for ever."
