My initial reaction was 65 but the more experienced opinions above are probably going to be correct.

Yes, the top grade is generally worth a lot of money. A big submitter could make a decent profit off a 67 as well and a normal submitter would likely break even or maybe make a couple bucks too

And here it is, the coin in hand looks super clean and reflective. Scratches and distractions are on the case. I recently read PCGS will now certify any coin as PL if it exhibits the qualities, is that true? Could I try to cross this to PCGS as a PL Business strike quarter?

Photos do not do it justice. This coin in hand is the shiniest most reflective quarter I have ever had. Sometimes I wish the slabs didn't interfere with the picture of the actual coin. What caught my eye with this one was the detail in the pant leg of the man in front. I have not seen one struck so well in that area.
