I was going through some quarters for my nieces and nephews folder collections and was going through a roll of Oklahoma quarters and almost all of them are slightly off center on the reverse (bird) side. The face side is fine. Is this really an error?

Nope, the coins were struck with dies that were slightly misaligned which is completely different from an off center error and they are not worth a premium unless some of the detail is missing. A true off center error will have an equal offset on both sides.
