I see NEIK EΛ, and suspect that it's a place name. Nicel-something.

EDIT: could be NEIK EA? That's not how you spell Nicaea, though.

EDIT 2: apparently in some contexts it is how you spell Nicaea. The coins of that place didn't use that part of its name by Plautilla's time, however.
