The letters in this area are sometimes weak because they are opposite Lincoln's shoulder on the obverse. The metal wasn't pushed far enough into the die to make the letters full depth. Because the letters are tapered slightly they would appear to be larger or flattened at the base because the metal only went into the widest area of the image on the die.
