1999 Marks A Two Part Question.

I am going through a poorly stored roll of 1999 BU pennies with both ends having a bunch of black marks. From what I have found so far..there really isn't a way to remove the marks without causing damage. I realize these examples are extreme but how does one spot alter a coins grade?

Also this roll has some form of strike error.
Is there a proper term for this type?

The black marks are localized sulfide or oxide stains, sometimes referred to as 'carbon spots' on higher grade bronze coins. Almost impossible to remove them without damage.
They do detract from eye appeal, and thus value as well.

The error is a below surface lamination that hasn't peeled off.
?Perhaps due to a tiny droplet of oil that was included when the strip was rolled?
