I half mint rolls of silver Kennedys can I send the roll to PCGS or NGC and have them look through the coins and pull out ones that are worthy of grading and not grade the rest? I'm just interested in grading and encapsulating mint state Kennedys

Just speaking off the top of my head I'm pretty sure they will not do that . Not worth it for them . But I think they will take an average grade from the whole mint roll .So the roll is TPG'ered . Wait for the experts who have done this to chime in .

Show us photos of both sides, one at a time. They need to be MS-66 or better to be worth grading. NONE of the TPG's give free advise. Pay to play only.

Can you send in the roll, yes but you would have to remove the coins and package them properly. As far as only grading the ones that are worthy sort of with PCGS. You can put a minimum grade where they will return the coin raw if it is below that grade, BUT you will pay for it anyways on a normal submission. Bulk submission rules are different but I would advise against attempting something like that without a lot of experience

I would have an expert look through them before even thinking about proceeding (coin dealer, coin show, coin club, etc.). They need to be Superb Gems (MS67) to justify grading IMO. Likely they are not that good.
As noted above, what you suggest in your post aligns with Bulk Grading where there is often a 100 coin minimum. You'd likely end up dropping a $1,000 to get this done on 100 coins.

As others have said, they need to be very high grade to be worth sending. As a rule of thumb, most people here agree that the coin has to be worth at least $200 be worth sending off. I would leave these raw. No reason to slab them.

It comes down to why you want to grade them. If you're doing it as part of the hobby then I don't see why a value of any amount is important. I've sent coins off which I know are worth less than the grading cost because I wanted a PCGS graded set of the coins for enjoyment. Otherwise, it could be as a learning experience to try understand how to grade or test your ability to grade, another valuable exercise which might cost you money to do.
If you're looking to value-add through grading its a bit of a gamble but as noted above you will only get the big premiums if the coins are slabbed. If the net result is you want to value add and you think the grading cost will out-strip the actual amount of value you're adding then of course there is no point in slabbing the coins.
So think about why you want to slab the coins first!

Personally, I wouldn't spend the time/money to have what may be mid-tier MS 40% Kennedys slabbed.

These days some people are rolling in disposable income so what the heck. It's your money.
