I thought all pennies were supposed to be 3.11 or so before 83.how come I got a 74 and 79 penny that weights 3.0 and 3.1.

3.11g is the target weight. Manufacturing them allows for fluctuations. Some planchets may be thin and underweight and others may be thick and overweight. Yours is slightly underweight.

Mint tolerance is +/- .10 grams starting in 1982 on the copper plated zinc cents and .13 grams before 1982 on copper cents. Also sometimes circulation wear makes them a bit lighter.
