Virginia State Quarter With Strangely Damages Mint Mark

Forgive me if I am being obtuse here. Some of you are much more knowledgeable about the various types of damage a coin can endure, and what the consequences of such would look like. But I have never seen this peculiar kind of damage.

As you can see, the mint mark looks to have been struck, only instead of being gouged the metal appear to be raised over the damage. I thought perhaps this represented metal that had been "plowed" up during the impact, but the right leg of the above R seems to be raised and thickened as well. 🤷 #8205;#9794;#65039;

I'm addition, some devices on the reverse seem altered as well.
