I found this today going through some various wheat cents I picked up. Anyone have an idea as to what's going on with the "bubble" looking letters?

The Dryer Coin option makes sense. The coin has a nice shine although my pictures don't show it because of the lighting. It is circulated but couldn't have been for very long. Thanks for the replies.
