This is a 1731 Russian denga but I believe it's an overstrike on —- that's what I'm no sure of. Does anyone know what it might be?

@wfg, the only thing I can guess is that the earlier Denga type KM-116 had a circular legend, rather than a cartouche reverse. So maybe it was struck over this earlier denga
