I'm not sure this isn't a damaged coin. It doesn't show the Blakesley Effect on the opposite rim and I don't see any metal flow into the open area. Most clipped planchets show distortion of the devices at the clip.

Do you have a picture of the edge where the metal is missing and the opposite edge?

LCS coinhunter. I put this one away in a 2x2 so when I have time I'll see what I can do about getting additional pictures

Devices are not tapering, just cut off. Not a mint error.

That's damage, I see it now. The coin was cut. Sorry about this one.

Like Okozuna said no distortion along the edge of the coin as metal would have flowed to fill the dies.
A Blakesly effect would have been very noticeable on the opposite side from a real clip.

straight clips, don't always show the tell sign's on the opposite side, I wouldn't dismiss this so quickly, a better photo of the clipped side up close would help out here.

Even on a straight clip the rim will have a fading weakness at the edge of the clip like my example here.

The OP'S coin looks to be damaged instead of stuck on an incomplete planchet
