Ive rinsed it off multiple times but it only gets clearer. Maybe doubling on the reverse through cents and states or it could be the lighting

To me it looks like a stain or even a burn mark. I doubt seriously it came from the mint in this condition.

I have not seen a copper-plated cent with a real lamination flaw. Typically, that term is reserved for solid-alloy coins, not plated ones.

Looks like a stain to me also. As far as I know,zincolns can not have lamination errors.
