1999 Jefferson D Maybe P? Mintmark Swiped Up

The mint mark appears to have been swiped upwards, yet they were not doing them by hand in 1999 so that doesn't make sense to me why just the mintmark looks this way and not more? It appears to be mint damage to me, but I don't know, and overall, I just don't know what's going on with the Mintmark swipe and the coin itself. PMD or no? Especially with the reverse looking so nice and uncirculated/untouched, unlike the obverse. Is that not Cud by the rim on the photos showing parts of IGWT? What you see near IGWT is also just damage from metal being pushed inward from hits, not a Cud. Keep searching!
