1999 Jefferson D Maybe P? Mintmark Swiped Up

Can anyone help me out and tell me what has happened to this nickel here? The mint mark appears to have been swiped upwards, yet they were not doing them by hand in 1999 so that doesn't make sense to me why just the mintmark looks this way and not more?
It appears to be mint damage to me, but I don't know, and overall, I just don't know what's going on with the Mintmark swipe and the coin itself. PMD or no?

100% PSD (Post Strike Damage). Not an error coin unfortunately. The metal is scratched up and moved around.

Thanks! What would cause that I wonder? Especially with the reverse looking so nice and uncirculated/untouched, unlike the obverse. Is that not Cud by the rim on the photos showing parts of IGWT? I am still in training mode( been studying coins heavy for about a year now) and I am still learning every day.

What would cause the mint mark to appear that way I mean above.

It's a D mintmark and just heavily damaged by that gouge. What you see near IGWT is also just damage from metal being pushed inward from hits, not a Cud.
