It looks to me like there was a bit of missing metal on the edge of the planchet. You can see that the reverse is not fully-struck in that area, similar to what it would look like if it were a small clip.

Probably not. Minor errors like this are fairly common. Do a search on "Kennedy clipped planchet". Selling prices are typically less than $25. That said, I'm not an error expert so maybe this one would be worth more? It's not an obvious straight or rounded clip so maybe that is of interest to error collectors?
