Welcome to the forum.
It appears to be Post Mint Damage. The zinc core is deteriorating and causing the copper plating to "bubble" up.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.

Once those bubbles burst, zinc rot will
set in and start deteriorating the coin.
