It appears to be raised and not incused, if it is raised it was caused by another coins edge being imprinted on your coins edge which would make it PSD with no premium.

I get what you're saying. But as you can see it's in the exact same position and lines up perfect with the other star!?

It's amazing when coins are thrown in a bag together where you find what is called bag marks. I had one just like yours but the star was closer to the rim. If it were incused then you'd have something. Again, PSD.
