It does look to be a kaingnan province "dollar" but I can't find one that matches and those stars on your second picture are wack. Also That picture is upside down.

Those black spots look like rust. Is it attracted to a magnet? If so, then it's a cheap steel counterfeit. If not, then it's still a counterfeit, just not a steel one.
