Found this penny today, can some one explain why it is toned with silver like color, is there anything special about it? Is there a name for it? It weighs the same as all of the other pennies in 2016

to CCF. Looks like some kind of environmental staining?
Might be a plating issue? Car cup holder staining? Wait for a pro or two to chime in.

I strongly suspect it has been plated after it left the mint. It doesn't have the dull rough gray look of a coin that has had the copper removed, but the luster doesn't look right for anon-plated planchet, and it does look like it may have a couple of linear plating blisters often seen on copper plated zinc cents and they would not be present on a non-plated planchet strike.
