Reverse legend may include ΘP-AKΩN, which in turn might suggest that the ON that precedes it is from KOINON. But I don't know of a KOINON ΘPAKΩN followed, as we seem to have here, by ΠYO.
Edit: although I didn't find a match I do see that there are issues from Philipopolis that include, on their reverses, both KOINON ΘPAKΩN and ΠYΘI. So it may well be ΠYΘI at lower right.
