i get a different number every time I use the calipers...dont know what I'm doing I think 17.75 is more accurate

I think you are finding two or three "proof sets" in the envelopes is because they appear to be mint sets. One "set" from each mint. (although the only way they would have three sets would be if they are Pre-1956 sets.)
