I'm also trying to get a handle on how to tell if a Franklin has FBL or not, so some instruction on that would be appreciated too.

Not complete in either case. Look at the lowest line on both examples.

The cuts going through the bell lines on both coins kills it for FBL . Both coins look AU-55 to 58 .
