I can't find any information on this except I know there is at least one more that was found from a post in this forum from 2016. Not much information in that post. Is there any premium value for this type of error and Should I send it in to get graded and attributed?

Rotation on your coin seem minor, for it to be worth slabbing needs to be at 90 degree or more, although it does carry a premium above the actual value but not enough to justify the expense of sending it in to the TPG.
