It is not genuine - the style is far too crude and the lumpy surface indicates that it's a cast. Fakes of these types from Afghanistan and Pakistan have been a persistent problem for years. Local buys a $1 repro from China and peddles it to tourists with the story of "I just dug this up and need money - please buy it from me"

Tourist copy fake.

I have seen many of these on my travels.
I was in Afghanistan waaaay back in 1970, helping to drive an old Sydney double deck bus to India to Europe.

Much younger then, but already had a keen interest in collecting ancient coins.
