Many a large cent was repurposed as a pie cutter. A center hole was drilled, the rim was crimped and it was mounted on a handle. Many an exonumist/numismatist has some manner of repurposed coins in his collection.
When I see stuff like this I assume they're done to be necklace pieces, but I typically see that on Morgans so it's strange to see it here. The pie cutter theory sounds pretty convincing to me as well.
