- Under "Test Notes" my 31st Charlton Ed states that early test notes (RS $2 & $5) were "placed in circulation in limited quantity to test the durability of new innovations in ink or paper composition, printing procedures or other changes." It also mentions the triple letter prefix test notes (AXA & EXA $1) & that AXA "notes to be printed both with steel engraved backs and lithographed backs, in order to investigate a proposed change to lithographed backs" (p276). EXA & AXA were released when both types of backs were used so its pretty likely that was what was being tested.
