These were given to RCM bullion dealers as a marketing tool

I was told it was given to bullion dealers during the launch of the maple leaf gold pieces, around 1986 or so, my guess there are 100 or so produced they are neat advertisement tokens and always in lucite block. Paid about 125 bucks for it many years ago.

Is there a way that I can get these coins safely out of the lucite, so that I can send them in for grading?

Not likely. I can remember years ago, someone trying to bust out a silver dollar. Was a lot of work, and damaged the coin, perhaps there is another way, other than breaking and chipping it out.

Apparently NCS can do it without damaging the coin, which might be worth it to do if they are really high value items. I've heard of freezing the lucite and shattering it, or soaking it in acetone.
